E Modifying certain provisions relating to lake improvement districts; requiring
orders establishing districts to state the method of election and a method for
property owners not present at annual meetings to participate in the election of
the district boards; expanding authority to petition for a referendum on
establishing districts to districts initiated by petition or created by the
commissioner of natural resources (DNR); requiring appointment of board members
by the commissioner in commissioner created districts, subsequent board members
to be elected by persons owning property in the district at the annual meeting
of the district; requiring county boards to seek other sources of funding before
assessing district property owners for improvement projects; requiring all
district property owners including absent members to elect directors for board
positions with expiring terms; authorizing and providing for county special
property tax levies to pay for the operation of lake improvement districts(mk,
