eligibility and requirements for gestational carriers, requiring compensation
reporting and possible public assistance benefits disqualification; specifying
gestational carrier contract requirements and including direct reimbursement to
the department of human services under certain conditions; providing for a duty
to support child; establishing a parent child relationship; providing for the
effect of gestational carrier subsequent marriage; specifying civil and criminal
immunities; providing for noncompliance and effect of noncompliance, specifying
genetically related gestational carriers to children as noncompliant, providing
