Providing for general education access grants for certain eligible students
enrolling in elementary or secondary schools in special school district #1,
Minneapolis or independent school district #625, St. Paul accredited by agencies
recognized by the nonpublic education council or the commissioner of education
to assist with the cost of attendance, specifying certain student eligibility
requirements; requiring and providing for commissioner approval of applications
for the grants, specifying certain limits; requiring and providing for periodic
payment of the grants to the parents or guardians of the eligible students;
authorizing and providing for school districts to include resident students
receiving the grants in total pupil count for general education and other
revenue programs purposes, requiring the commissioner to reduce the amount of
state aids to the districts by the amount of access grant payments disbursed;
requiring students receiving grants to participate in the statewide testing and
reporting system; requiring the commissioner to offer informal conferences to
applicants and recipients adversely affected by agency action for dispute
resolution purposes
