Establishing and providing for a voluntary statewide pool to provide public and
private employers and individuals with health benefits, defining terms; creating
the Minnesota health benefits purchasing pool association as a nonprofit
unincorporated association to establish and administer the state health benefits
purchasing pool; providing for a tax exemption; prescribing powers; providing
for commissioner of commerce review and approval for forms, contracts and
premiums; requiring the association to establish a board of directors and
providing for board appointment, terms and duties; requiring annual meetings;
requiring the board to hire an administrator and prescribing duties; specifying
employer, employee and individual pool eligibility; providing for other pool
eligibility, coverage, premiums and initial board appointment; requiring the
association to maintain certain reserves; appropriating money to the Minnesota
health benefits purchasing pool association from the general fund and health
care access fund
