Compact ARTICLE 1 STATEMENT OF PURPOSEStating the purposes of the compact
ARTICLE II ESTABLISHMENT OF COMMISSIONEstablishing the midwest interstate
passenger rail compact commission ARTICLE III COMMISSION MEMBERSHIP Specifying
the membership of the commission, manner of appointment and terms of office to
be determined by the party states ARTICLE IV POWERS AND DUTIES OF THE
COMMISSIONSpecifying certain powers and duties of the commissionARTICLE V
OFFICERSProviding for the election of officers from among the members ARTICLE VI
MEETINGS AND COMMISSION ADMINISTRATION Requiring annual meetings and commission
business to be conducted according to the procedures and voting rights in the
bylawsARTICLE VII FINANCEProviding for funding of commission operations by the
compacting states and through the acceptance of gifts, donations, grants and
appropriations; prohibiting the issuance of debt; specifying certain budget
requirements ARTICLE VIII ENACTMENT, EFFECTIVE DATE AND AMENDMENTSGranting
membership eligibility to the states of Illinois, Indiana, Iowa, Kansas,
Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota and
Wisconsin, providing for additional memberships; providing for the effectiveness
