Authorizing and providing for use of the revenue recapture act for collection of
certain conciliation court judgments; authorizing conciliation court judgment
creditors to petition the district court for an order providing for the
withholding from tax refunds due the judgment debtor the amount of unsatisfied
conciliation court judgment under certain conditions, specifying certain
petition requirements, requiring the state court administrator to prepare a form
for use as a petition; providing for hearing and court order under certain
conditions; remedy to be exclusive; specifying certain duties of the district
court administrator upon receipt of money withheld; imposing a petition filing
fee; providing for an implementation phase-in; requiring the state court
administrator in consultation with the commissioner of revenue to evaluate the
use of the revenue recapture act for the collection of conciliation court
judgments in the second judicial district and report to the legislature by a
certain date; requiring the state court administrator to consult with
representatives of the Minnesota association of court administration to evaluate
possible changes in the program and resource needs for statewide implementation;
appropriating money to the supreme court for implementation purposes; including
the district court under the definition of claimant agency (mk)
