renewable energy initiative to finance small scale community renewable energy
projects or to provide money to individuals or small businesses for assistance

terms; establishing a special local renewable energy initiative account;
specifying certain duties of the director relating to publishing loan proposal
requests; appropriating money to the office of energy security and authorizing
the issuance of revenue bonds
