Relating to corrections; clarifying the provision prohibiting persons+ in state
correctional facilities or hospitals from possessing controlled +substances or
intoxicating liquor; requiring the commissioner of human services to +create
forensic patient transition savings accounts for patients receiving +treatment
in secure treatment facilities from a portion of the patient share of+ the cost
of care to be available upon transition of the patient into the +community;
defining administrative restriction, safety and security under the +civil
commitment law and providing for the right of patients to be free +from
unnecessary or excessive administrative restriction; providing for +disclosure
without the consent of the mentally ill and dangerous patient of +health
information to treatment facilities upon filing of a petition for +amendment of
provisional discharge or discharge with the commissioner of to +evaluate
compliance with the terms of the discharge; stating the findings of +the
legislature relating to protection of civilly committed sex offenders+ under the
patients bill of rights, authorizing the commissioner to limit the +statutory
rights of patients to ensure the safety and security of the treatment+ facility,
staff, other patients and the public, authorizing heads of secure +treatment
facilities to further limit certain other statutory rights of sexual
psychopathic personalities or sexually dangerous persons; expanding +the crime
of assault in the fourth degree to acts committed against employees +or other
