1E Relating to natural resources; making miscellaneous administrative changes;
modifying electronic transactions, the fleet and facilities management accounts,
the Willard Munger trail system, purchase exemptions from competitive bidding,
state trails and canoe and boating routes, horse trail pass provisions, master
plan requirements, beaver dam court orders, public waters inventory, water laws;
and nongame wildlife checkoff funds use; providing for snowmobile and
all-terrain vehicle (ATV) registration fee exemptions; modifying all-terrain
vehicle (ATV) definitions; establishing the Minnesota-Wisconsin boundary trail
origin; requiring state parks working capital account deposits; prohibiting
sunken logs public waters removal; establishing monitoring to evaluate water
resources appropriations impacts; establishing groundwater appropriation;
allowing the commissioner of natural resources (DNR) to acquire Lake Vermilion
state park lands; repealing agreement by county board, landowner and
commissioner impairment of drainage by beaver dams, irrigation of agricultural
land and recovering sunken logs on inland waters
