1E Relating to landlord and tenant; modifying the right of tenant to pay utility
bills; modifying the procedure for a utility to post notice of service
discontinuance; allowing tenants in certain smaller residential buildings to
notify utility companies of tenant agreement to assume bill payer responsibility
and customer of record, limitation; allowing multiple tenant utility payments in
single metered residential buildings, allowing landlord reestablishment of
utility service under certain conditions
