advanced dental hygiene practitioners, requiring advanced dental hygiene
practitioners to enter into a collaborative management agreement with a dentist
before performing services, authorizing dentists to delegate certain authority
to advanced dental hygiene practitioners, specifying program accreditation,
requiring professional liabilty insurance; specifying the services advanced
