3E Relating to natural resources; authorizing the commissioner of natural
resources (DNR) to reimburse land donors for costs incurred in obtaining
appraisals needed for tax reporting purposes, limit; authorizing the
commissioner to acquire interests in land by gift, purchase or lease for
facilities outside the boundaries of state parks, state recreation areas and
state waysides; requiring certain gross receipts sales from the Iron Range off
highway vehicle recreation area to be deposited in the natural resources fund
dedicated accounts; modifying forester services provided to private owners;
authorizing the commissioner to by written order establish fees for the state
forest lands, requiring collected fees to be credited to the forest land use
account; modifying state timber auction sales procedures, specifying purchaser
qualifications and preregistration; modifying the definition of exploratory
boring; granting legislative approval for the consumptive use of groundwater
under a permit in Itasca county in connection with an innovative energy project
facility, subject to commissioner of natural resources (DNR) determination of
the adequacy of water remaining in the basin of origin to meet the need for
water and to approval by the commissioner of applicable permits; repealing the
forest resource management plan
