Requiring the registration of certain nonlicensed child care providers regularly
providing child care to clients receiving state funded child care assistance;
requiring counties to provide nonlicensed registered providers with health and
safety information including information about immunizations; requiring parents
to provide immunization records to providers, specifying certain records
retention and availability requirements; specifying certain immunization
requirements of children in nonlicensed registered child care settings;
requiring counties to offer an enhanced registration category with certain
additional requirements relating to background and history to certain
nonlicensed registered providers, specifying certain background studies
requirements and authorizing counties to require the providers to pay for
background study expenses, requiring disqualification from providing child care
services upon discovery of a disqualifying characteristic, authorizing counties
to require compliance with enhanced registration requirements; authorizing
county direct payments to licensed child care providers and payments to the
provider or parent for children in nonlicensed registered child care settings;
extending the expiration date for interim expansion of unlicensed child care
