4E "Abigail Taylor Pool Safety Act"; modifying public pool regulations;
requiring public pool construction plan professional engineer certification
after a certain date; increasing department of health pool, spa pool, slide and
project plan review fees; requiring public pools without a gravity outlet or
drain that were constructed after a certain date to contain a minimum number of
suction outlets connected in parallel with suction outlet covers meeting certain
ASME/ANSI standards; specifying required equipment for existing public pools;
requiring pool operators to inspect drain covers and grates daily; providing for
the closing of pool if the outlet cover or grate is missing, broken or loose;
defining certain terms; exempting swimming ponds from public pool requirements;
imposing licensing, fees and license renewal fees on public pools; requiring the
commissioner of health to report to the legislature by a certain date on the
number of public pools and spas under license in the state, the type of
ownership of public pools under license in the state, the type of drain at all
licensed public pools and spas as reported by owners or licensees and the number
of pools and spas requiring drain modification and an estimated economic impact
and costs of installation of a second drain and cover; requiring the
commissioner to convene a group of stakeholders to address the exception for
public swimming ponds and make recommendations to the legislature by a certain
date; appropriating money to the commissioner of health; specifying
instructions to the revisor of statutes to change the definition of public pool
in state rules
