Modifying certain provisions regulating off highway vehicles; +requiring the
commissioner of natural resources (DNR) to maintain and publicize a +toll free
telephone number allowing citizens to obtain tape recorded trail +condition
information, to report complaints about or violations by operators of+ off
highway vehicles and watercraft and to report damages caused by +all-terrain
vehicles; requiring an off highway vehicle rules and code of conduct +decal
issued by the commissioner to operate off highway vehicles on public +land or
waters and specifying certain additional operation restrictions +relating to
speed, structures on ice, residential dwellings and the placement of +air intake
pipes; increasing the fines for damage to property; specifying +certain
requirements for the display of plates and registration numbers and +decals on
ATVs and requiring a certain tire tread depth for operation of ATVs +on public
lands; appropriating money to the commissioner for monitoring and +enforcement
