Relating to school building construction standards; requiring the commissioner
of children, families and learning to provide school districts with procedures
for monitoring outdoor airflow and total airflow of ventilation systems in new
school facilities; requiring school boards seeking review and comment on school
building construction to submit certain additional information to the
commissioner relating to facility heating, ventilation and air conditioning
systems; requiring HVAC systems installed or modified after a certain date to
provide a certain filtration system; restricting the purchase or lease of new
portable classrooms after a certain date; requiring periodic evaluation after a
certain later date of certain older portable classrooms for indoor air quality;
restricting school district use of total operating capital revenue to capital
projects, requiring school districts to seek funding for eligible projects
through the health and safety revenue program (ra)
