4E Relating to natural resources; renaming the legislative commission on
Minnesota resources (LCMR) the legislative citizen commission on Minnesota
resources (LCCMR); modifying the definition of public official to include a
citizen member of the LCCMR; providing for an appropriation to the environment
and natural resources trust fund and restricting the use of the fund to certain
purposes; modifying membership and duties of the LCCMR, requiring state senate
confirmation of gubernatorial appointees; providing for a citizen selection
committee; providing for the appointment of technical advisory committees;
appropriating money to the LCCMR; modifying a certain prior appropriation for
clean energy resource teams and community wind energy rebate program to include
the financial assistance program; providing for a carryforward for certain local
initiative grants for parks and natural areas; providing for continuity;
specifying transition provisions for legislative members; appropriating money
from the environment and natural resources trust fund to the legislative-citizen
commission on Minnesota resources and specifying a prior appropriation for the
commission; appropriating money from the environment and natural resources trust
fund to the science museum to create groundwater exhibits and a statewide
traveling groundwater classroom program, to the commissioner of commerce for an
agreement with the Phillips community energy cooperative to assist in the
distribution system equipment and construction costs of a biomass district
energy system and for an agreement with the Virginia public utility to lease
land and plant trees to support a proposed conversion to a biomass power plant,
to the commissioner of natural resources (DNR) for an agreement with Hennepin
county to develop geographic information system tools for prioritizing natural
areas for protection and restoration, for an agreement with Aitkin county for a
revolving loan fund to improve public and private land ownership patterns and
protect critical habitat in Aitkin, Cass and Crow Wing counties, for fee title
acquisition and easements on certain riparian lands for watershed protection,
and for conservation easement acquisition, to the university of Minnesota for
the large lakes observatory for research on Lake Superior and for the natural
resources institute, to the legislative commission on Minnesota resources to
issue a request for a proposal for statewide comprehensive plan development;
revisor instructions; repealing the citizen advisory committee
