1E Increasing penalties for nonsmoking hotel room smoking violations,
authorizing a room restoration charge, service charge and civil penalty,
prescribing interest and attorney fees, civil penalty imposition restriction;
requiring innkeepers (motel, hotel, lodging owners) to post right to seek
reimbursement, civil penalty and service charges; requiring innkeeper notices to
violators to be sent by mail; allowing restoration costs collection through
court judgment upon dispute; specifying civil liability is not a bar to criminal
liability
