authorizing Minneapolis to issue an on-sale liquor license to the museum of
Russian art; modifying retail liquor stores insurance requirements; allowing
exclusive liquor stores to conduct malt liquor (beer) and spirit tastings;
authorizing the regulation of the sale of tobacco products at the state
fairgrounds; clarifying a Minneapolis on-sale intoxicating liquor license
issuance provision; authorizing Bemidji to issue an on-sale liquor license or
on-sale wine and malt liquor license to the Bemidji regional event center;
authorizing Bemidji state university to issue temporary liquor licenses under
certain conditions; authorizing the city of Minneapolis to issue an on-sale
intoxicating liquor license to the Minneapolis campus of St. Thomas
university
