and providing for city adoption of service improvement plans, +requiring

purposes, specifying certain public hearing requirements in conflict +cases and
providing for resolution; requiring the property tax base of the +unincorporated
area subject to annexation to remain with the town until completion +of the
service improvements; providing for payment of remaining debt; +repealing the
