E Modifying certain solid waste management practices; expanding the goal of the
practices to the treatment of recoverable waste produced in the state as a
resource; expanding the composting practice preference to source separated
compostable materials and the resource recovery preference to pilot projects to
test emerging technologies incorporating processing and resource recovery in
initial design; defining integrated waste management system under the waste
management act; specifying certain additional duties of the office relating to
the integrated waste management system, requiring a report to the legislature by
a certain date on efforts and activities; requiring the commissioner of the
pollution control agency (PCA) to report to the legislature by a certain date on
the potential for long term liability for state waste generators and haulers for
depositing waste in landfills in and outside the state(ra, ja)
