lights to signify the closure of a trunk highway; authorizing a civil action to
be maintained by a state agency or political subdivision for rescue costs
following a snowstorm under certain conditions; prescribing a penalty for
driving over, through or around a barricade, fence or obstruction on a closed
trunk highway following a snowstorm
