Relating to telecommunications, providing for nondiscriminatory +intercarrier
compensation; defining certain terms; requiring originating +telecommunications
traffic to include certain information enabling other carriers to +identify,
measure and bill the responsible carrier for the traffic, specifying +the
responsibility of transiting carriers forwarding originating traffic +for
passing the information from the originating carrier to the +terminating
carrier; requiring transiting carriers to provide complete billing +records for
transit traffic to the terminating carrier upon request; providing +for
interconnection agreements between local exchange carriers or +commercial mobile
radio services and terminating carriers, specifying certain agreement
requirements; providing for the treatment by telecommunications +carriers of
noncomplying traffic; providing for enforcement by the public +utilities
commission; requiring PUC implementation rules, requiring the rules +to provide
for expedited resolution of complaints; providing for the +nonretroactivity of
