Establishing a board of technical colleges to provide programs of study meeting
the need of students for occupational and technical education, requiring
appointment of the membership by the governor and specifying the powers and
duties of the board; authorizing technical college presidents with the approval
of the board to appoint local campus advisory committees; requiring cooperation
of the commissioner of employee relations (DOER) in the hiring of board
employees; requiring the board after appointment to begin planning for the
transfer of authority over technical colleges from the board of trustees of the
Minnesota state colleges and universities to the board of technical colleges by
a certain date; requiring the boards to jointly study the governance of the
consolidated community and technical colleges for retention or reversal
determination purposes, requiring a report to the legislature by a certain date;
requiring MnSCU board cooperation with the board of technical colleges in the
transition of responsibility (mk)
