E Relating to natural resources; requiring the crediting of a certain amount of
money from the lease of state lands or buildings to the fund charged with the
cost of maintenance and appropriating money in the funds to the commissioner of
natural resources for maintenance costs; authorizing the commissioner to make
shoreland management grants for aquatic plant restoration projects, research and
propagation; exempting motor vehicles using roads to or parking at the DNR
regional headquarters in Lake Bemidji state park from state park permit
requirements; delaying the deadlines for updating of the timber harvesting and
forest management guidelines by the forest resources council and for completion
of desired future outcomes and strategies by certain landscape regions;
requiring the deposit of federal aid reimbursements under the federal aid in
wildlife and fish restoration acts in the game and fish fund and requiring
commissioner compliance with the acts; imposing restrictions on the use of game
and fish license revenues; providing for use of a certain amount of deer license
fees for the management of chronic wasting disease, requiring the commissioner
to periodically report to the legislature on expenditures; requiring the
commissioner to allow one day paper fishing licenses to be sold by fishing
guides operating charter boats; modifying certain prior iron ore or minerals
cooperative research appropriation match requirements; modifying certain prior
specific appropriations to the commissioner for operating costs of the Red River
and Big Bog state recreation areas and making a general appropriation for state
park operations; extending the availability of certain prior appropriations to
the commissioner for metropolitan area regional parks and trails maintenance and
operations, for trail grants to local government units, for development and
rehabilitation of wildlife management area lands and for grants to the Como and
Duluth zoos; appropriating money to the commissioner for research work on Lake
Mille Lacs; changing a certain prior authority of the commissioner to make
grants under the stream protection and improvement loan program to loans;
expanding the authorized use of a certain prior appropriation for development
and rehabilitation of wildlife management areas; exempting money appropriated
from the Minnesota environment and natural resources trust or Minnesota future
resources funds from the moratorium on consultant contracts and the hiring
freeze; requiring the commissioner to review the leasing of lakes by private
aquaculture licensees and report to the legislature by a certain date,
