Relating to child care assistance; modifying the frequency requirement for
redetermination of family income for eligibility purposes; providing for
temporary ineligibility, requiring counties to reserve the positions of families
under the child care assistance fund for families formerly receiving child care
assistance becoming temporarily ineligible and authorizing counties to reserve
the positions of families approved to receive child care assistance and reaching
the top of the waiting list but becoming temporarily ineligible; requiring
counties choosing to reserve the positions of families reaching the top of the
waiting list to include criteria used to make reservation decisions in child
care fund plans; specifying the maximum temporary ineligibility periods for
employed and student participants; prohibiting the payment of assistance to
temporarily ineligible families before proof of reestablishment of eligibility;
requiring counties to suspend child care assistance payments during temporary
breaks in need, specifying a suspension time limit; requiring counties to grant
child care assistance during medical leaves of absence from education or
employment under certain conditions, limit; prohibiting suspension or
termination of assistance during periods of parental care for an elderly, sick
or dying relative outside the county under certain conditions (mk)
