Creating a state parks account in the natural resources fund as a supplement to
traditional sources of funding to operate and maintain state parks; requiring
and providing for the governor to appoint a state parks citizens council to make
recommendations to the commissioner of natural resources (DNR) on expenditures
from the account and on capital improvements from bonding proceeds; changing the
deposit of proceeds from the in lieu sales tax on lottery tickets from the
general fund to the game and fish fund and the state parks account (mk)
