definition of child to include individuals under the age of 21 in foster care;
allowing interested parties personal attendance at court hearings; modifying
certain jurisdiction and court review requirements; allowing foster care
benefits to age 21

ARTICLE 4 - FATHERS; NONCUSTODIAL PARENTS

Modifying the
definition of legally recognized parent and child relationship; allowing
responsible social services agency putative father contact for children in need
