"Protect Our Water Act of 2002"; appropriating money to the commissioner of
natural resources (DNR) for certain water and land protection projects, to the
board of water and soil resources (BOWSR) for the reinvest in Minnesota (RIM)
conservation reserve program and for streambank, lakeshore and erosion control
grants, to the pollution control agency (PCA) for loans to local government
units under the clean water partnership program and to the commissioner of
agriculture for best management practices loans to farmers and for the
construction of an environmentally friendly swine farrowing demonstration
facility of deep bedded straw at the university of Minnesota-Morris; authorizing
the issuance of state bonds for the programs (ra)
