E Eliminating certain ventilation system installation requirements under the
energy code of the department of administration for new detached single one and
two family R-3 occupancy buildings, provision to expire upon adoption of a new
energy code by the commissioner of administration; authorizing the commissioner
to use local building permit surcharge receipt surpluses for grants for building
code research and development and education; requiring the commissioner in
consultation with the construction codes advisory council to explore and review
the availability and appropriateness of model energy codes relating to the
construction of single one and two family residential buildings, requiring
adoption after certain air quality, building durability, moisture, enforcement
and liability research and analysis (mk, ja)
