certain information by telephone or in person to the female a certain number of
hours before the abortion, exception for medical emergency, specifying informed
consent and certification requirements; requiring the department of health to
publish certain printed materials relating to abortion and services available to
pregnant females, requiring a toll free telephone number and specifying content
requirements; providing civil remedies and for protection of privacy in court
