Providing for election rather than appointment of members of the +metropolitan
council, specifying the term; requiring the filing of economic +interest
statements by candidates for or members of the council with the state+ campaign
finance and public disclosure board; specifying certain campaign +expenditure
and contribution limits; providing for public subsidies, specifying +funding,
eligibility, certification, payment and match requirements; providing+ for the
filing of affidavits of candidacy and nominating petitions, for the
redistricting of metropolitan council districts, for the allocation +of election
expenses, for placement of candidate names on the nonpartisan primary+ ballot
and for election contests; prescribing a procedure for the filling of+ council
member vacancies; including the metropolitan council under the +definition of
candidate for financial reporting and fair campaign practices +purposes;
providing for coverage under the public employees defined +contribution plan of
the public employees retirement association (PERA) for members of the
metropolitan council; authorizing county commissioners to serve as +members of
the council; requiring election of the council chair by members of +the council,
specifying the term; providing for member compensation; requiring the+ council
to study the feasibility of transferring functions or services from metropolitan
counties to the council and report to the legislature by+ a certain date;
