Requiring the commissioner of transportation (DOT) in cooperation with the trunk
highway 55 joint powers board to establish a corridor protection demonstration
project along the corridor of the highway between I-494 in Hennepin county and
the city of Annandale in Wright county to develop a transferable process for
trunk highway corridor coalitions to use in protecting corridors for future
capacity needs; requiring the commissioner to participate as a nonvoting member
of and to provide technical advice to the joint powers board relating to
developing a corridor protection plan and official maps and a grant to hire a
consultant to conduct certain activities; requiring a commissioner report to the
legislature by a certain date on the results of the demonstration project,
specifying certain report content requirements; appropriating money to the
commissioner for the grant and specifying certain appropriation availability
