Establishing the high performance school facility grant program to provide
grants to school districts to assist in funding the additional costs of
predesign and design and to incorporate sustainable activities within new
construction and renovation projects; specifying the goals of the program and
certain grant eligibility requirements; authorizing the commissioner of
children, families and learning to establish application criteria and providing
for grant awards by the commissioner on a competitive basis, requiring the
commissioner to issue a request for qualifications to third party professional
services and select service providers with demonstrated ability to provide
services necessary to meet the goals of the program, deadline, specifying
certain service provider qualification requirements; requiring a commissioner
report to the legislature by a certain date, specifying certain report content
requirements; specifying certain requirements of grant recipients, requiring
submittal to the commissioner of an integrated facility plan, specifying certain
plan requirements; requiring commissioner implementation rules, specifying
certain minimum rule requirements; appropriating money to the commissioner and
