Requiring and providing for certification of pharmacy benefits +managers by the
commissioner of health, defining pharmacy benefits manager and +specifying
certain certificate of authority application requirements; requiring +the
disclosure of financial and utilization information and arrangements +relating
to prescription drug purchasing to the commissioner and the attorney +general;
regulating the dispensation of substitute prescription drugs, +requiring
pharmacy benefits managers to obtain approval of the prescribing +health
professional and to disclose to the covered individual and entity the+ cost of
both drugs and benefits or payments accruing to the manager as a +result of the
substitution; requiring and providing for commissioner enforcement, +requiring
suspension or revocation of the authority of pharmacy benefits +managers for
violation; authorizing attorney general pursuit of penalties and +remedies and
covered entity civil actions; requiring commissioner issuance and +enforcement
