Requiring and providing for the commissioner of administration in +consultation
with the commissioner of corrections to issue a request for proposals+ to
provide private correctional facilities, services and supervision for+ a certain
number of persons committed to the commissioner of corrections by the+ courts;
requiring authorization of vendors by a certain date; specifying +acceptable
proposals and certain minimum requirements to qualify for +consideration as a
vendor; requiring the commissioner of administration in establishing +criteria
and preferences for vendors to consult with the commissioners of +corrections
and human services and the executive director of the sentencing +guidelines
commission, specifying certain factors to be considered in issuing +the request
