2E Relating to health care providers; creating an exception to the hospital
construction moratorium for a new hospital in Cass county; excepting a certain
acute care hospital project in the city of Fergus Falls from the hospital
construction moratorium; establishing an alternative approval process to
evaluate certain hospital construction project proposals by the commissioner of
health; requiring the commissioner to conduct public hearings prior to making a
recommendation; specifying certain notice and proposal request requirements;
specifying certain duties of the commissioner relating to multiple applicants
seeking approval to build a hospital, requiring a needs assessment upon receipt
of multiple proposals; specifying certain meeting requirements; requiring the
commissioner to issue an order selecting an application following the closing of
the record of the hearing and to submit the matter to the legislature for
acceptance or rejection; providing for commissioner expenses payment; regulating
the purchase and lease of new ambulances; requiring the commissioner of health
to study and report to the legislature by a certain day on the need for a new
process for approving the construction of medical facilities and on adding
services to existing facilities
