Relating to gambling; authorizing county boards to by ordinance provide for the
issuance of a license permitting the operation of a casino within the county,
defining casino; specifying certain licensee disqualifications; requiring
investigation of license applicants, requiring cooperation of the commissioner
of public safety, granting counties access to criminal history data; specifying
certain public hearing requirements; providing for license issuance, suspension
and revocation; requiring ordinances to specify casino occupations requiring
licensing and certain game procedures and to provide for a security plan and
annual audits; authorizing ordinances to authorize county boards to issue orders
excluding certain persons from the casino, providing for appeal; authorizing
counties to impose a tax on gross casino gambling receipts; proposing an
amendment to the Minnesota constitution, article XIIII authorizing the
legislature to permit counties to authorize and license a casino and to impose a
tax on gross casino gambling receipts(ra)
