Allowing the commissioner of natural resources (DNR) to issue general permits to
governmental subdivisions for protection of endangered or threatened species;
modifying the watercraft surcharge; defining a wolf license; modifying hunting
and fishing fees and licenses for residents and non-residents; regulating taking
of wolves; exempting certain persons from the migratory waterfowl stamp;
modifying aquatic harvesting plants fees; defining architectural paint,
establishing a product stewardship program and classifying product stewardship
proprietary data, establishing a stewardship plan, specifying conduct and
responsibilities, requiring reports, specifying an administrative fee; reducing
a prior appropriation in the nongame wildlife management account for gray wolf
management; repealing natural resources asset preservation and replacement
(NRAPR) reporting priorities, capital improvement program report, the nursery
and tree improvement plan, the public involvement process, certain licensing
requirements related to age, the lifetime fish and wildlife trust annual report,
and the stream protection and improvement loan program
