Relating to motor fuels; removing the percentage requirement from the ethanol
blender definition and from the gasoline blended with ethanol blending standard,
changing the ASTM compliance standards; establishing a gasoline ethanol blending
standard for standard combustion engines and providing a United States
environmental protection agency (EPA) waiver option; establishing a gasoline
ethanol blending standard for alternative fuel vehicles, requiring the
commissioners of agriculture and the pollution control agency (PCA) to obtain
regulatory approval and safety certification of liquid fuel dispensers offering
bigger varieties of renewable fuel blends and to expand the renewable fuel
options available
