Providing for certified stillbirth records under the vital statistics+ act,
defining stillbirth and eliminating or replacing certain references +to fetal
death or dead fetus; requiring the filing of stillbirth records with +the state
or local registrar or a designated mortician within a certain number +of days of
the birth and before final disposition; requiring the commissioner of+ health to
establish a registration mechanism and to amend certain rules to +conform to the
requirement; providing for retroactive application; repealing a +certain
statutory provision and certain rules requiring the reporting of +fetal
