migratory waterfowl sanctuary designation upon licensed hunter petition
presentation; requiring migratory feeding and resting designated areas to
include adequate free public access; defining shallow lake and permitting
temporary drawdown after a public hearing and not considering drawdowns as
takings from riparian landowners
