Creating Northern Technology Initiative, Inc. as a public corporation and
regional economic initiative of counties, cities, economic development groups,
state and federal agencies, colleges and businesses to engage in an integrated
jointly planned economic development effort; initial project area to include
Carlton, Chisago, Isanti, Kanabec and Pine counties; providing for governance by
a board of directors; classifying application and investigative data and
providing for the management of records; prohibiting certain conflicts of
interest; requiring the board to appoint and set the compensation for the
executive director; providing for the status of employees, officers and
directors; specifying certain powers and duties of the corporation; subjecting
the corporation to audits by the legislative auditor; providing for dissolution
