establishing the Minnesota school employee insurance board to create +and
administer the plan, specifying certain membership requirements and +powers and
certain plan requirements and options, requiring consideration of +coordination
the Minnesota comprehensive health association (MCHA) and plan +approval by the
commissioner of commerce; imposing certain deadlines; requiring the +board to
report to the legislature by a certain date on the final proposal for+ the plan
and on board organization, prohibiting implementation of the plan +until
authorized by law, sunsetting the board for failure of the +legislature to
authorize coverage by a certain date; specifying certain board annual+ and
biennial reporting requirements summarizing and evaluating the +performance and
experience of the plan; appropriating money to the commissioner as a +loan for
start up costs of the board, repayment requirement (ra, ja)
