order to eligible petitioners; specifying appeals process; modifying
compensation eligibility for certain criminal proceedings resolved in favor of
the defendant; establishing claims process for compensation based on
exoneration, authorizing the formation of a compensation panel, establishing
prehearing settlements and hearing process; authorizing the claimant's
entitlement to damages under certain circumstances; providing for judicial
review; appropriating money to compensate certain exonerated persons and to the
commissioner of management and budget for incurred compensation panel
costs
