Modifying certain provisions regulating lobbyists; requiring certain legislative
conference committee communications to be open to the public, exceptions;
modifying the definition of associated business for campaign finance and public
disclosure purposes relating to the amount of compensation paid to certain
interested persons; prohibiting former legislators, constitutional officers,
commissioners, deputy commissioners or state department or agency heads from
lobbying for legislative or administrative action for a certain period of time
after leaving office or position; modifying certain lobbyist report content
requirements; prohibiting the acceptance of contributions from lobbyists by
principal campaign committees of candidates signing spending limit agreements
