no call database of telephone numbers of residential subscribers objecting to
receiving telephone solicitations, specifying certain rule adoption requirements

national database relating to Minnesota; classifying and restricting the use of
information contained in the database; specifying certain database updating
requirements; prohibiting telephone solicitation of residential subscribers in
