system; changing the name of the human resources and employee relations
department to the human resources department; modifying or eliminating certain
definitions; modifying certain rule requirements of the human resources board
and certain requirements relating to the use of hearing officers, decisions of
hearing officers to be final and binding on the parties and the board,
exception; requiring appointment of the human resources director by the county
administrator in lieu of the human resources board and modifying certain duties
of the director; removing the administrative assistant to the district court
