E Modifying certain provisions regulating court reporter transcript fees;
prohibiting the state public defender from paying for transcripts or any other
expenses for persons represented in appeals or postconviction cases by private
counsel, excepting private counsel providing free legal services by arrangement
with and approval of the state public defender; requiring the state board of
public defense to include in the budget request to the governor information on
the amount of money spent by the office of the state public defender on
transcripts for appellate and postconviction cases in the fiscal year prior to
