harming self or others requirement for emergency admission or judicial
commitment purposes; expanding community based programs for court commitment of
certain persons with mental illness to inpatient mental health services at
community hospitals; requiring a commissioner of human services mental health
system report to the legislature by a certain date analyzing and evaluating the
unmet mental health needs of children, adults and the families concerned, the
unmet need for specialized crisis teams trained in cultural competence to work
with police to meet crisis mental health needs of immigrants and refugees, the
barriers to meeting the needs and the long term strategies to overcome the
